Introducción
La globalización debe ser evaluada en términos de com-
petitividad, ya que juega un papel indispensable en la
medición del crecimiento y desarrollo económico, tema
primordial para los países (Castro-González, Peña-Vin-
ces, Ruíz-Torres, y Sosa, 2014). Desde el año 1989, el
World Competitiveness Center (IMD, por sus siglas en
inglés) y desde el año 1995 el World Economic Forum
(WEF, por sus siglas en inglés) publican reportes anuales
de competitividad, los cuales se utilizan por los distintos
agentes económicos para valorar la capacidad de produc-
ción de bienes y servicios que competirán en el mundo, y
que han recibido críticas por considerar no solo variables
cuantitativas, sino también cualitativas (Castro-Gonzá-
lez, Vázquez-Guzmán y Vega, 2015; Castro-González,
Peña-Vinces, Ruíz-Torres y Sosa, 2014).
En el marco de la competitividad, la industria de Travel
& Tourism (T&T, por sus siglas en inglés) ha dinamizado
la economía mundial, a pesar de los constantes cambios
a los que se ve sometida por las nuevas exigencias de los
turistas, operadores, empresas de transporte, inversores,
agentes económicos, entre otros (Romero y Terán, 2017),
convirtiéndose en el tercer sector generador de riquezas y
de Producto Interno Bruto (PIB) a nivel global.
Según el último informe del The World Travel & Tourism
Council (WTTC, por sus siglas en inglés) (WEF, 2019),
para el año 2018 la industria T&T movilizó 1.267.748,2
miles de turistas y produjo 2.651.635,50 millones de
dólares de PIB y 114.579,5 miles de empleos directos.
El impacto en el PIB de las regiones para este año se en-
cuentra entre el 2,8 % al 3,9 %.
Cuando se evalúa el crecimiento económico que tiene la
industria T&T a nivel mundial, es indispensable valorar
la competitividad entre países y destinos turísticos, enten-
dida como la capacidad de un destino para crear e integrar
productos y servicios con valor añadido que permitan
sostener los recursos locales y conservar su posición de
mercado respecto a sus competidores (Serrano-Amado,
Montoya-Restrepo y Cazáres, 2018). La competitividad
es el resultado de la combinación de los recursos y el en-
torno; y su sostenibilidad está relacionada con la capaci-
dad de protegerlos y preservarlos (Bravo, 2004), para lo
cual es esencial la constante autoevaluación para la mejo-
ra de los índices comparativos (Alonso, 2010).
Similar a lo que sucede con otros tipos de servicios, la
evaluación de la actividad depende del grado de satis-
facción de los turistas, relacionado con sus expectativas
(Vásquez y Torres-Samuel, 2015), y que influyen en su
elección del destino, el consumo de productos y, final-
mente, la decisión para regresar (González, Quiróz y Es-
pinoza, 2010). La brecha entre la expectativa y la per-
cepción de lo que se recibe es lo que se define, desde el
punto de vista del servicio, como satisfacción del cliente
que se mide con indicadores cuantitativos y cualitativos
(Vásquez y Torres-Samuel, 2015).
En este marco, la dificultad de la medición de los aspec-
tos cualitativos obstaculiza la valoración del impacto en
el crecimiento económico y la competitividad. Se han pu-
blicado diversos modelos de valoración, donde se resaltan
de manera global el propuesto por el WTTC, en conjunto
con el WEF. Desde el año 2007, los reportes de (WTTR,
por sus siglas en inglés) utilizan indicadores cualitativos
y cuantitativos, que establecen el posicionamiento de los
países en función de su competitividad turística.
Estos resultados han permitido realizar estudios de com-
paración de diferentes destinos turísticos, con el fin de
proponer alternativas para que la medición de la compe-
titividad sirva en la búsqueda de mejoras en los mercados
de cada país. Por ejemplo: España (Bravo, 2004; Benítez,
2016; Olcina y Vera-Rebollo, 2016), Brasil (Chim-Miki,
Batista-Canino y Medina-Brito, 2016), Colombia (Serra-
no-Amado, Montoya-Restreo y Cazáres, 2018), Portugal
(Sereno, 2019), entre otros. Además de la comparación
regional y entre países como Puerto Rico, Costa Rica y
Singapur (Castro-González, Peña-Vinces, Ruíz-Torres y
Sosa, 2014), 15 países europeos (Dragos, 2014), Ecuador,
Colombia y Perú (Castro-González, Vázquez-Guzmán y
Vega, 2015), entre otros.
Adicional al WTTC, que es de escala mundial, los países
han desarrollado sus propios indicadores que les permiten
visualizar el comportamiento de la industria T&T y sus
aportes al desarrollo económico de la nación. Entre estos,
el Ministerio de Turismo (MinTur) de Brasil, realiza el
posicionamiento de las diferentes ciudades y principales
destinos de este país (Chim-Miki, Batista- Canino y Me-
dina-Brito, 2016). El Ministerio de Comercio, Industria y
Turismo (MinCTI) de Colombia (Sereno, 2019) e Insti-
tuto Costarricense de Turismo (ICT) de Costa Rica (Mo-
lia- Morrillo, 2018) recaban el monitoreo y registro de los
principales indicadores de la industria de sus países.
